Introduction
The political history of Papua New Guinea cannot be properly understood without recognising the pioneering leaders who entered public life during the final years of Australian administration and helped prepare the country for self-government and independence.
Among these leaders were Sir Michael Somare, Sir Julius Chan, John Poe, Iambakey Okuk, Sir Albert Maori Kiki, Ebia Olewale, Gavera Rea, Kaibelt Diria, Dr Reuben Taureka, Sir John Guise, Sir Paul Lapun, Boyamo Sali and Thomas Kavali.
These men came from different regions, cultural backgrounds and political traditions. Together with other leaders of their generation, they participated in the development of representative government, the House of Assembly, the formation of political parties, the transition to self-government and ultimately the birth of the independent nation on 16 September 1975.
Historical records show that many of these leaders served together in the government formed after the 1972 elections. Their ministerial responsibilities covered areas including finance, education, health, defence, lands, mines, communications, local government, justice and national development.
The National Parliament of Papua New Guinea itself traces the country's modern parliamentary institution to the House of Assembly established in 1964, which became the National Parliament when PNG gained independence in 1975.
1. Sir Michael Thomas Somare — Father of the Nation
Sir Michael Thomas Somare occupies a unique position in the political history of Papua New Guinea. He is widely recognised as the Father of the Nation and was the country's first Prime Minister at Independence in 1975.
Before independence, Somare was a teacher and radio journalist. He entered the House of Assembly in 1968 as a Pangu Pati member and became the first official Opposition Leader. Following the 1972 election, he became Chief Minister and led the government during the crucial period leading to self-government in 1973 and independence in 1975.
Somare's political vision was based strongly on building a united country from Papua New Guinea's extraordinary cultural and geographical diversity. His government included leaders from the Highlands, Islands, Papua and other parts of the country.
At Independence, Somare became the first Prime Minister. He later served as Prime Minister on several occasions, including from 1982 to 1985 and again from 2002 to 2010, making him one of the longest-serving political leaders in PNG history.
His greatest historical contribution was helping guide PNG from colonial administration toward self-government and independence.
2. Sir Julius Chan — Statesman and Pioneer of PNG Politics
Sir Julius Chan was another major figure of PNG's early political era.
Representing Namatanai, Chan entered parliamentary politics during the period when Papua New Guinea was moving rapidly toward self-government and independence. He held important economic portfolios, including finance, during the early years of government.
The first government of independent Papua New Guinea appointed Julius Chan as Minister for Finance.
Chan later became Prime Minister of Papua New Guinea, serving in two major periods: 1980–1982 and 1994–1997.
His political career was closely associated with economic management, national development and the challenges of governing a young and resource-rich country.
Sir Julius Chan died in January 2025. Parliament subsequently recognised him as one of PNG's significant pioneering statesmen whose contribution had a lasting effect on the country's political and economic development.
3. Iambakey Okuk — Influential Highlands Political Leader
Iambakey Okuk was one of the most influential political leaders from the Highlands during PNG's transition toward independence.
He represented Chimbu and became an important member of the early national political leadership.
Following the 1972 election, Okuk was appointed Minister for Agriculture and later served as Minister for Transport and Civil Aviation in the first Independence government.
Okuk represented the growing political participation of Highlands communities in national government.
His political influence extended beyond his own electorate. He was part of a generation of leaders who believed that people from different regions needed to work together to create one independent nation.
4. Sir Albert Maori Kiki — Pioneer from the Gulf Region
Sir Albert Maori Kiki was one of the most prominent political figures from Papua and an important member of the independence generation.
Kiki became Deputy Prime Minister at Independence and also held major ministerial responsibilities, including defence, foreign relations and trade. The official 1975 Gazette records him as the first Deputy Prime Minister of independent Papua New Guinea.
His participation demonstrated that the independence movement was not simply a Highlands or New Guinea movement. It involved leaders from across the territories.
Kiki was an important political colleague of Somare and contributed to the development of national institutions during the transition to independence.
5. Ebia Olewale — Pioneer of Justice and Government
Ebia Olewale was another important member of the early Pangu Pati generation.
He represented the South Fly electorate and became involved in national politics while still a relatively young leader.
In the 1972 government he was appointed Minister for Education, while at Independence he became Minister for Justice and assisted the Prime Minister on provincial affairs.
Olewale therefore contributed to two important areas of national development: education and the establishment of the legal and constitutional institutions of the new country.
6. Gavera Rea — National Development Pioneer
The name sometimes appears incorrectly as "Governance Rea." Historical records identify him as Gavera Rea.
Rea was a member of the early national political leadership and represented the Central region.
In the 1972 government he served as Minister for Labour, and in the early Independence government he became Minister for National Development.
His responsibilities placed him directly within the government's efforts to build a national economy and develop the country's workforce and institutions.
7. Kaibelt Diria — Communications and Highlands Pioneer
Kaibelt Diria was an important early Highlands politician.
He was elected in the first House of Assembly in 1964 and represented the Mid-Wahgi area. Historical research records him as the first member for the area and notes his role as Minister for Posts and Telegraphs.
Diria's responsibilities were particularly significant because communications infrastructure was essential for connecting a geographically difficult country.
In the 1972 government he served as Minister for Posts and Telegraphs, and at Independence he continued in that portfolio.
His political career represents the early participation of Highlands leaders in the national parliamentary system.
8. Dr Reuben Taureka — Education and Public Service Pioneer
Dr Reuben Taureka was an important member of the early national government.
During the 1972 administration he was appointed Minister for Health. He later became Minister for Education during the transition to independence.
Education was one of the most important foundations for nation-building. PNG required an educated workforce, teachers, administrators, professionals and future leaders capable of taking responsibility for a newly independent state.
Taureka therefore belonged to a generation that helped establish the foundations of national education and public administration.
9. Sir John Guise — Parliamentary and National Leader
Sir John Guise was a major figure in PNG's early political history.
He represented Milne Bay and was among the leaders who participated in the first House of Assembly elections. Historical records show that he was elected in 1964 and remained an important political figure through the transition to independence.
In the 1972 government he became Minister for the Interior and also played a significant role in parliamentary leadership.
Sir John Guise subsequently became the first Governor-General of independent Papua New Guinea, making him one of the most important constitutional figures in the country's early history.
His career demonstrated the importance of strong parliamentary institutions in establishing a democratic state.
10. Sir Paul Lapun — Bougainville Political Pioneer
Sir Paul Lapun was one of the important political pioneers from Bougainville.
He became involved in national politics during the colonial period and was one of the early members of the Pangu Pati.
In the 1972 government he served as Minister for Mines, and at Independence he became Minister for Mines and Energy.
His portfolio was particularly significant because mining and natural resources would become major components of PNG's economy.
Lapun's contribution therefore connected the political development of the new country with the difficult question of managing natural resources for national development.
11. Boyamo Sali — Local Government Pioneer
Boyamo Sali was an early national political leader who represented Morobe.
He played an important role in the development of local government and national administration.
Following the 1972 election, Sali became Minister for Local Government. During the transition to independence he continued to hold responsibilities assisting the Chief Minister in local government and development administration.
His work was important because PNG's government needed to develop systems capable of connecting national decision-making with local communities.
12. Thomas Kavali — Highlands Political Pioneer
Thomas Kavali represented the Jimi electorate and was another important Highlands leader of the independence generation.
He participated in the House of Assembly during the period leading to independence and served as Minister for Works in the 1972 government.
At Independence he became Minister for Lands.
Kavali's responsibilities were directly connected with infrastructure, land administration and national development.
His career illustrates how political representation from the Highlands became increasingly important in the creation of a united Papua New Guinea.
13. John Poe — Early Political and Government Leader
John Poe represented the Rai Coast electorate and became part of the early national political leadership.
In the 1972 government he was appointed Minister for Trade and Industry. At Independence he became Minister for the Interior.
His ministerial responsibilities placed him in important areas involving economic activity, government administration and internal affairs.
Poe was therefore among the leaders who helped establish the ministerial structure of the independent state.
A Cabinet That Helped Build a Nation
The importance of these leaders becomes particularly clear when their careers are viewed together.
A historical photograph and accompanying account identify Julius Chan, John Poe, Iambakey Okuk, Albert Maori Kiki, Ebia Olewale, Gavera Rea, Kaibelt Diria, Michael Somare, Reuben Taureka, John Guise, Paul Lapun, Boyamo Sali and Thomas Kavali as members of the pioneering political leadership.
The 1972 ministry brought together leaders responsible for agriculture, business development, education, health, information, finance, labour, lands, local government, mines, posts and telecommunications, trade, transport and works.
This diversity was important.
Papua New Guinea was not created politically by one person alone. It was the product of many leaders, communities and political movements working through difficult negotiations to transform two colonial territories into one independent nation.
Their Contribution to Independence
The pioneers faced enormous challenges.
Papua New Guinea consisted of hundreds of cultural groups, many languages and geographically isolated communities. The task was to create a political system capable of bringing these different communities together under one national identity.
Sir Michael Somare's leadership was particularly important, but his government depended upon a broad group of political leaders from across the country. Parliamentary records describe how leaders from the Highlands, Islands, Papua and other regions were deliberately brought into the national government to strengthen unity.
The country achieved self-government in 1973 and independence on 16 September 1975.
At Independence, the first ministers of the new state formally assumed responsibility for areas ranging from finance and defence to justice, education, communications, lands, mines and local government.
The Legacy of PNG's Founding Political Generation
The legacy of these pioneers extends beyond their individual political careers.
They helped establish:
- Parliamentary democracy
- Political parties
- National government
- Ministerial government
- Constitutional institutions
- National education policy
- Public administration
- Infrastructure development
- Natural-resource management
- Local government
- National unity
- Papua New Guinea's international identity
The National Parliament remains one of the central institutions of PNG democracy. Parliament describes itself as a unifying institution and a guardian of democratic rights in a country of extraordinary cultural diversity.
The generation that created independent Papua New Guinea therefore left a responsibility to later generations: to protect democracy, strengthen national unity, respect the Constitution and continue building the country.

The founding fathers and political pioneers of Papua New Guinea occupy an important place in the nation's history.
Sir Michael Somare, Sir Julius Chan, Iambakey Okuk, Sir Albert Maori Kiki, Ebia Olewale, Gavera Rea, Kaibelt Diria, Dr Reuben Taureka, Sir John Guise, Sir Paul Lapun, Boyamo Sali, John Poe and Thomas Kavali were among the leaders who helped guide Papua New Guinea through one of the most important political transformations in its history.
Their stories remind today's generation that independence was not simply a date on the calendar. It was the result of political vision, negotiation, sacrifice, leadership and cooperation among people from many different parts of the country.
Sir Michael Somare became the first Prime Minister of independent Papua New Guinea in 1975 and remains widely remembered as the Father of the Nation. The other pioneers played different but important roles in helping build the political foundations upon which the independent state was established.
Their contribution remains part of Papua New Guinea's national heritage, and their political history deserves to be studied by students, researchers and future leaders.
